If only Jessie Robredo had the chance to implement the fast service to Filipinos in all government offices through the different public service officials, we might have been better off today without any senators or presidents running the country.
Expect long lines just for wanting to be served an inquiry (no actual public service yet) from the SSS, NSO (Census birth and marriage certificate), LTO licensing, DFA passport application, PRC exam application, GSIS loan, PhilHealth inquiry, TESDA courses inquiry, OWWA benefits claim (especially OFW loan) and other major public service needs. Fixers are always all around looking for people to victimize by fraudulent offers and documents. This is the typical Pinoy public service office daily scene.
But of course this was back a few years ago. Today, I'm glad that only a few offices still nurse these bad habits and I'm sad to say this includes one of the most corrupt public service Philippines government office, the Land Transportation Office. So if you are on your way for any related service and transaction, please be careful and avoid people approaching you. Ask only in official help desks and authority officials inside the offices.
